Expanding Housing Opportunities: Austin's New Site Plan Lite & Infill Plats Initiative

Austin, Texas, continues to take bold steps in addressing its housing needs – On March 6th, 2025, the Austin City Council approved the Site Plan Lite & Infill Plats Initiative, a significant policy shift designed to streamline small-scale housing development.
This initiative aims to accelerate approval processes, reduce unnecessary regulatory barriers, and promote a more diverse range of housing options across the city.
Site Plan Lite: Simplifying Small-Scale Development
The Site Plan Lite process is a major advancement for projects featuring 5-16 residential units, offering a more tailored review process with fewer requirements compared to a full site plan. This new approach helps developers and homeowners navigate the regulatory landscape more efficiently while maintaining crucial infrastructure and environmental safeguards. Key benefits of Site Plan Lite include:- Faster Approval Timelines: Reducing red tape and streamlining the review process allows small projects to move forward more quickly.
- Fewer Regulatory Hurdles: By focusing on essential infrastructure and environmental considerations, unnecessary obstacles are removed.
- Encouraging Missing Middle Housing: This initiative supports the development of housing types that fill the gap between single-family homes and large multifamily complexes, such as duplexes, triplexes, and townhomes.
Infill Plats: Supporting Housing Diversity and Affordability
To further facilitate housing diversity, the initiative also introduces key changes to the subdivision process. By allowing for the subdivision of existing lots into smaller parcels, infill plats make way for compact, affordable housing options that seamlessly integrate into Austin’s existing neighborhoods. Key advantages of these updates include:- Increased Housing Supply: Making it easier to subdivide lots enables more housing opportunities in well-established areas.
- Affordable & Contextual Development: Smaller lots contribute to affordability while ensuring new housing complements the urban fabric.
- Efficient Land Use: Utilizing available land effectively supports Austin’s broader goals for sustainable growth and reduced urban sprawl.
Key Amendments Strengthening the Policy
During the City Council’s deliberation, additional refinements were also introduced to ensure the initiative achieves its objectives while maintaining regulatory balance, such as:- Drainage Review Threshold Adjustment: The threshold for requiring a drainage review was increased from 11,500 sq. ft. to 17,780 sq. ft., aligning with water quality regulations and providing greater flexibility for infill development.
- Fee-in-Lieu Exploration: The City Manager has been tasked with evaluating simplified fee-in-lieu options for stormwater management, infrastructure, and right-of-way improvements. A report outlining recommendations is expected by July 1, 2025.
